GCRA – Head of Utility Regulation

Our client, The Guernsey Competition and Regulatory Authority are seeking a Head of Utility Regulation to join their small organisation.

Accountable to the Chief Executive, the Head of Utility Regulation has particular responsibility for delivering GCRA’s strategic objectives in the telecoms sectors, but is also involved in other sectors, leading key work streams and providing technical, management, leadership and hands on experience in a small team environment.  The role entails engagement with regulated businesses and political departments at a senior level.  Internally the role fits within the leadership team alongside the Legal Director.

The role can vary when circumstances change and the skill set of this role involves applying expertise to a range of tasks.

The principal responsibilities of the role are:

  • To provide sound advice on regulatory matters to the Chief Executive and GCRA Board
  • To assist in the ongoing development and delivery of GCRA’s strategic objectives, with a specific focus on economic regulation in telecommunications
  • To lead key work streams, ensuring these are delivered efficiently and effectively
  • To act as a role model within the organisation, coach and mentor team members to support the Chief Executive in ensuring an appropriate skills and knowledge base within the team.

The role holder ideally possesses skills, experience and qualifications in the following areas:

  • Educated to degree level or equivalent with a post graduate qualification in economic regulation or equivalent by experience
  • Significant senior management experience of telecoms regulation as either regulator or regulated entity with an emphasis on commercial experience, product development, design and regulatory processes
  • Experience of coaching and mentoring team members
  • Experience of delivering successful outcomes in a regulatory body or in a regulated sector
  • Experience of developing and delivering strategy
  • A good understanding of the capabilities of fixed and wireless telecoms network infrastructures, with the skills required to lead such work streams
  • The ability to apply expertise acquired in one or more sectors to other areas of regulation
  • Experience of building strong, sustainable relationships with a wider group of stakeholders

Direct management responsibility for members of the team that report to the role will include carrying out formal appraisals and other related line management responsibilities including their personal development.
